The Oshkosh chief of police painted a grim picture of the streets of Oshkosh this week as he warned the Common Council of growing problems with mental illness, homelessness and drugs.
Chief Dean Smith said the issues are interrelated but called the drug problem the most serious as he asked for permission to hire two new officers at a cost of more than $200,000 to work in the Vice and Narcotics Unit.
